Corporate social responsibility of small and medium-sized enterprises in Venezuela: the role of the state

Abstract
Small and medium-sized enterprises (SMEs) represent a complex phenomenon, which is not only defined by quantitative characteristics such as size or number of employees, but also by fundamental qualitative aspects. These qualitative characteristics are key to understanding both the positive and negative factors that these companies experience in any context in a changing business environment. Among its characteristics we mention: The concentration of ownership and management in one person or family, which leads to the overlapping of functions in a few people, use of unskilled labor, which prevents full use of the technologies and information available in the environment. The lack of long-term strategic planning and the tendency to react mainly to immediate situations. They can also represent great support to the country's economy by being allied to other companies. Social responsibility policies are of great importance, especially for Small and Medium-sized Enterprises. The research aims to analyze the Corporate Social Responsibility of Small and Medium-sized Enterprises and the role of the State. The research is a documentary in nature and the method adopted was a systematic review of the literature, its analysis and interpretation. It is based on the laws and articles approved in this regard and theoretically on the different national and international studies and research. It concludes that social responsibility is a trend that needs a whole structure of training and research so that it can be developed, with the presence of a set of laws in SMEs.
